Alcohol License (New or Transfer)

Process Length: Expect a minimum of six to eight weeks.

Fees:  $200.00 for the Alcohol Beverage Control Commission; $75.00 processing fee for the Town of Plymouth. Gatehouse Media will bill you directly for the legal ad, approx. $55.00.
The annual license fees are as follows:  
All Alcohol Restaurant - $1800.00
All Alcohol General On Premise - $1800.00
Wine & Malt Restaurant - $950.00
Wine & Malt Restaurant with Cordials and Liqueurs – 1375.00
Inn Holder, All Alcohol - $1400.00
Club/Veteran’s Club all Alcohol (Non-Profit) - $775.00
Commercial Club, All Alcohol - $1000.00
Retail Package, All Alcohol - $1600.00
Retail Package, All Alcohol with Sunday Opening - $1900.00
Retail Package, Wine and Malt - $850.00
Retail Package, Wine and Malt with Sunday Opening - $1000.00
(Seasonal) All Alcohol Restaurant - $950.00
(Seasonal) Wine & Malt Restaurant - $700.00
(Seasonal) Inn holder - $900.00
(Seasonal) Wine and Malt Club – $1425.00
(Seasonal) General On Premise - $950.00

Renewal Time:  Once a year – December 31.

Notes:   There is no quota for on premise liquor licenses.  There is a quota for package store licenses.  Please call the office to find out if there are any package store licenses available.

All liquor license holders, managers and servers are to complete Server Training.  Please refer to our
Server Training Requirements for Liquor License Holders for more details.

After you come to get the forms from the Town Manager/Selectmen’s Office, you should go to the Building and Health Departments to see what paperwork needs to be completed with them.

Process:

You can pick up a packet at the Town Hall which contains the paperwork you need to complete for a new/transfer liquor license.  The applicant will be required to complete the following forms:  

2.   A copy of a dated and time-stamped Articles of Organization as filed with the Secretary of State (if a    corporation)
3.   A Vote of Corporate Board of Directors (if a corporation)
4.   *Abutter Notification Form (to be brought to the Assessors Office)
5.   *Form A (Licensee Personal Information Sheet)
6.   A copy of the Purchase and Sale Agreement or Lease Agreement
7.   A copy of a DBA Certificate/Business Certificate (if an individual or a partnership doing business          under a different name
8.   Six copies of blueprints or one hand drawn floor plan to scale
9.   *REAP Form
11. *Criminal Record Check Form (must come in to the office to present a   government issued    form of identification)
12. *Form 983 (for transfers only)
13.  Documents to support financing (3 months bank statements)
* These forms are in the packet.  The rest you need to obtain for us.

All of the paperwork should be completed and returned to us with two checks., one made out to the Commonwealth of Massachusetts for $200.00 to be sent to the ABCC with the forms and one made out to the Town of Plymouth for $75.00, this is the processing fee. The rest of the license fees can be paid when you pick up the license(s). Gatehouse Media will bill you directly for the legal notice.
If the manager and president are two different people, a background check form must be completed on each one. When dropping off your background check form, you must show a government issued form of identification.  We are required to make a copy of this id.  Your Abutter notification form needs be brought to the Assessors Office.  

When we receive the background check form back from the Criminal History Systems Board (it usually takes 1-2 days) we will set up a hearing date.  I will place the required ad in the newspaper.

I will call you to let you know the hearing date (you should attend the hearing) and when the ad will run in the OCM. At this time you can come in to pick up the original abutter affidavit/list and a copy of the ad.  You can make copies of the ad to send to the abutters.  They must be notified at least 10 days (not including Sundays) before the hearing by certified mail, return receipt requested.

Once you have sent the notices please bring me the white receipts attached to the signed affidavit (Abutter Notification Form) stating that you have sent the notices.  The affidavit needs to be notarized.  We have notary’s here that will do it for no fee or if you prefer you can get it notarized on your own.  The green cards may be turned in at the hearing.

After approval by the Board of Selectmen I will send the documents to the ABCC.  It usually takes 3-6 weeks to get approval back from them.

Before I can give you your license(s) I need to get a sign off from the Building and Health Departments.  Once you are squared away with them they will give me the OK to give them to you.

At the time you pick up your license(s) you can pay all outstanding fees.  We will also need to get a copy of your Server Training Certificate (for the Manager) and if you have liquor liability a copy of your certificate.  We also need a copy of your Certificate of Inspection issued by our Inspectional Services Department and signed by the Fire Department.

You may wish to apply for other miscellaneous licenses along with the liquor license.  Below is a list.
